Adult Basic Education
Federal funding for adult basic education - including reading, numeracy, and ESL instruction - dates back 40 years. It is currently authorized under the Adult Education and Family Literacy Act (AEFLA), also known as Title II under the Workforce Investment Act of 1998.
TWA is seeking to expand federal support for such programs, and to better integrate ABE instruction with occupational training that can help people enter / advance in skilled careers.
